You're backwards on this. Damage is what actually matters to people—a house crushed by 140mph winds is crushed whether radar caught it or not. Radar lies all the time. Why trust a machine over what the wind actually did?

because the machines are heavily used in meteorology, they are specifically engineered by the smartest scientists to run equations for the velocity shown. it is true that most wont care about the wind speed associated if it doesn’t destroy anything of theirs, but i think it’s misleading that a tornado that peaked at 200mph could be ranked as an 144mph EF2 just because of the path it took; to me it just regelates the purpose of studying tornadoes
