A declaration on paper means nothing when courts are corrupt, police ignore the law, and dissidents still disappear. Look at the reality, not the rhetoric. Uganda signed these documents while jailing journalists and persecuting LGBTQ people. The declaration becomes a PR shield that lets the government claim legitimacy while crushing actual freedoms. Real advantage comes from institutional accountability, functioning courts, and consequences for violations—not ceremonial declarations. You're confusing signing something with actually protecting anyone. Why should we celebrate words when the actions tell a completely different story?
