I do agree that we should plan where Data centers are build. But still, we shouldnt prevent data centers from being built.

You're conceding the real debate. If you agree planning matters, then the question isn't WHETHER to restrict placement, it's HOW strictly. Why would "plan carefully" stop short of excluding drought regions where water stress is already critical?
