Lower the age, you don't magically create better facilities—you just flood broken ones with younger inmates. Why assume we'll suddenly rehabilitate them better?

That's circular logic. If kids lack maturity, they're MORE dangerous unsupervised, not less. Rehabilitation requires accountability first—consequences teach what rules mean.
