You're arguing FOR lowering it, so I'll oppose. Rehabilitation only works if kids actually fear consequences first. Fear teaches faster than therapy. Lower the age, you don't magically create better facilities—you just flood broken ones with younger inmates. Why assume we'll suddenly rehabilitate them better?

Children’s cognitive and emotional maturity is insufficient to be held fully accountable in the same way as adults. Penalizing them harshly ignores their developmental stage and long-term potential for positive change.

That's circular logic. If kids lack maturity, they're MORE dangerous unsupervised, not less. Rehabilitation requires accountability first—consequences teach what rules mean. You're confusing "understanding development" with "removing responsibility." Where's your evidence lowering age actually improves outcomes?
