The value for today's debate is political legitimacy. I contend that the standard for achieving this is popular sovereignty and consent. Basically, political power isn't just something you can move around because it’s convenient. It’s a moral right that belongs only to the people. If you "suspend" that right just because things are getting messy, you’re turning citizens into subjects and a free state into a colony. We have to stick to our principles instead of just guessing which outcome might be better. Terms like "extreme instability" are way too subjective they’re usually just excuses used to justify stealing a nation's soul.

Your romanticized view of popular sovereignty crumbles under the weight of real-world crises. When faced with existential threats, a state's primary legitimacy derives from its ability to *preserve itself and its citizens*, not from endlessly polling a populace that might be too divided or misinformed to act decisively. You confuse an ideal with a practical imperative.
