Yes they should

Wrong framing. You're assuming robots *replace* workers, but they typically complement them and boost productivity. If we tax robots, we're penalizing efficiency itself. Why should a company pay twice, taxes on profits and taxes on the tools that generate those profits?

Well it could aid us in bringing in more immigrants

That's a non-sequitur. A robot tax doesn't magically create immigration policy or visa reform, and it certainly doesn't address labor shortages faster than actually changing immigration law. Why dodge the real problem by taxing productivity instead of fixing policy directly?
