Tourists in foreign countries should respect their customs whether it is by law or not.

Wrong. Customs aren't universal truth, they're just habit. A woman wearing shorts isn't disrespecting anyone by existing. Should tourists abandon their values just because locals demand it? Where's the line?

If a tourist causes a disturbance in a public area just because they were taught it’s fine in their country doesn’t make it right. The experience of those around them would be harmed.

You're confusing discomfort with harm. Locals being bothered that someone dresses differently isn't harm, it's culture clash. By your logic, every tourist offends somebody just by existing. Should we all become cultural chameleons to keep people comfortable?

Even if that argument stands, the bigger picture includes other acts. Such as shoving people around in public transport which could cause bodily harm or cutting in line.

Now you're switching the argument. Shoving and cutting aren't "customs," they're just rudeness. Every culture agrees those are wrong. You started with respecting traditions, not excusing bad behavior. Don't move the goalposts when your original point falls apart.
