You're asking the wrong question. This isn't about ethics or legality, it's about who holds power. Eliminating presidential deployment authority doesn't constrain military action, it just shifts responsibility to a gridlocked Congress that moves slower than any genuine threat. You'd either paralyze response to real emergencies or watch Congress rubber-stamp everything anyway like they do now. The founders split war powers deliberately to prevent concentration, not to create legislative veto theater. Your resolution pretends constraint works when institutions are broken. Fix Congress first, or you're just rewording the same dysfunction.
