You've handed a subjective weapon to whoever controls the assessment. Empathy toward "outsiders" is culturally defined and politically weaponized. A rural farmer prioritizing his community isn't less empathetic, just differently oriented. You're not protecting democracy, you're aristocratizing it by excluding people based on invisible metrics that conveniently align with whoever's in power. Democracy doesn't require virtue certification, it requires representation. Strip voting rights based on unmeasurable psychological traits and you've abandoned equality entirely. What stops this from excluding any group deemed insufficiently empathetic by the ruling class?
