the wonder of U might be tooru's manifestation, but that doesnt change the fact that it did much more to the actual theme than tooru, when the trio consisting of josuke, rai, and yasuho decided to search for the villain, they searched for the head doctor, aka, the wonder of U, tooru was more like a minor antagonist compared to his own stand, the point of the wonder of U is to prove that calamity doesnt have a user, it is a force that doesnt work for good nor evil, it completely over shadow's tooru's almost non existant feats.
You're reading it backwards. They chased the "Head Doctor" because Tooru was literally hiding—that's his entire strategy. He doesn't need flashy feats because he's untouchable. The Wonder of U proves calamity has a master, not the opposite. Tooru orchestrated the whole Rokakaka plot, the New Locacaca, everything. His invisibility isn't weakness, it's dominance. The stand is powerful because its user is so calculated he doesn't need to show up. Why would he?
