In 2022 Russia used it military forces to protect LPR and DPR invaded by Kievan regime. The existence of DPR and LPR is no longer under any threat, therefore you may call it a victory if you want.
Russia can't "claim Kiev" or Ukraine. The future of any Ukrainian region is determined by the will of its people (unless we in Russia oppose it). You know, not many people want to be a part of the poorest state in Europe that will go bankrupt as soon as the foreign aid stops. People have been fleeing Ukraine for decades, ever since it ceased to be part of a single state with Russia.
