You're trying to split hairs between the substance and what it does, but they're inseparable. Water doesn't just create wetness in other things—water molecules themselves are defined by their ability to form hydrogen bonds and exhibit wet behavior. That's not a relationship with something else, that's what water IS. A puddle alone is absolutely wet. It has the molecular structure and behavior that defines wetness. You need to touch it to feel that wetness, sure, but that doesn't mean the wetness didn't already exist. Your hand isn't wet because the puddle "gave" it wetness—your hand is wet because water molecules covered it. The water was already wet. You're confusing observation with existence.
